The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) don announce the winners of im 2025 Licensing Round, as 31 companies emerge successful to develop 37 oil and gas blocks across different parts of Nigeria.
The commercial bid conference happen for Transcorp Event Centre, Abuja, on July 21, 2026, where 143 companiessubmit a total of 200 bids for 37 out of the 50 oil and gas blocks wey government put up for licensing.
According to NUPRC, the blocks cut across different terrains including Niger Delta Onshore, Niger Delta Shallow Water, Deep Offshore, Benin Basin, Anambra Basin, Chad Basin and Benue Trough.
Out of the 50 blocks wey government offer, 37 receive bids, while 13 blocks no attract any bid.
The Commission describe the exercise as historic, saying na the first time frontier basins like Benue Trough, Chad Basin, Anambra Basin and Benin Basin go attract this level of investor interest.

Final Approval Still Dey Pending
NUPRC explain say the companies never finally become licence holders until dem pay the required signature bonus and get approval from the Minister of Petroleum Resources, as provided under the Petroleum Industry Act (PIA) 2021.
Speaking after the exercise, the Commission Chief Executive, Mrs. Oritsemeyiwa Eyesan, thank President Bola Ahmed Tinubu for supporting the Commission to conduct a transparent and successful licensing round.
She congratulate the winning companies and advise them to pay their signature bonuses on time and quickly begin development of the oil blocks, warning say any company wey fail to develop im asset fit lose am under the Commission’s “drill or drop” policy.
The commercial bid exercise was monitored by representatives of the Federal Ministry of Petroleum Resources, Federal Ministry of Finance, Nigeria Extractive Industries Transparency Initiative (NEITI) and other stakeholders to ensure transparency and compliance with existing laws.
