The Federal Government don direct all ministries, departments and agencies (MDAs) make dem carry over 70% of dia 2025 capital project money enter the 2026 budget year.

According to the circular wey leak reach newsmen, government talk say dem no go allow any new capital project for the 2026 budget. Instead, MDAs must focus on wetin dem don already approve for the 2025 budget and upload 70% of am as part of the new year plan.

Government talk say this rollover dey based on Nigeria’s urgent needs and the priority areas of the administration—security, economy, education, health, agriculture, infrastructure, power, energy and social safety nets like women and youth empowerment.

The circular also set capital ceilings for 2026 at the same 70% of the 2025 allocations. Only 30% of this year capital budget go release inside 2025, while the remaining 70% go form the backbone of the 2026 capital spending.

Government warn say MDAs must not pass their 2025 overhead ceilings when dem dey prepare 2026 proposals. Even though inflation don push up cost of operation, revenue wahala no allow government increase overhead spending.

All plans for the new budget must follow the 2026–2028 Medium-Term Expenditure Framework (MTEF), the Renewed Hope agenda, the Infrastructure Development Plan and other national development programs.

MDAs must upload their new budget through the GIFMIS system before December 9, 2025, and government enterprises must use the BIMMS portal. The circular warn say budget officers no get right to upload documents for any ministry.

Financial documents inside the circular show say revenue go tighten more as debt service push up from N13.94tn in 2025 to N15.52tn in 2026. Capital spending also drop from N26.19tn this year to N22.37tn next year.

Economic experts don raise concern.
Professor Sheriffdeen Tella of Olabisi Onabanjo University say e no make sense to start new 2026 projection when 2025 budget never even start well. He warn say Nigeria fit end up running two or three budgets inside the same year.

President of the Nigerian Economic Society, Prof Adeola Adenikinju, also blast government for falling behind the January–December budget cycle. He say the late timetable dey scatter planning and weaken National Assembly oversight.

Despite the wahala, the Federal Government talk say 2026 budget go still focus on ward development, security, infrastructure and boosting local production.
